the spokesman for harry reid says democrats have not reached a decision yet, but did say, quote -- just today, mitt romney arty, work together with the middle of his party, republicans as well, and get a plan that gets people insured without having a government take over insurance. >> joining us now, chuck todd. what's going on right now, the president trying to address democrats, trying to get them more energized, how's that going over? >> well, look, i mean, this is not new. the white house has said this for months they would do this. saying look rk they're going to get a bill whatever it takes and if republicans are at the table, fine. if they're not, fine. they'll go another way. they have the votes to do that. i think part of the strategy using the budget sort of way to go around the rules a little bit was the negotiating ploy to keep republicans at the table, keep them negotiating a little bit. i'm fascinated what's going to happen tonight. there's the gang of six is going to be having a conference call. five of six seem to be on the same page of trying to find a bipartisan plan t

i hope harry reid will insist it's the number one priority. if the republicans decide to filibuster, let them filibuster. let the american people see what they're about, just opposing anything that representing progress. >> and speaking of filibuster, do you think the american people right now have fallen off the wagon with president obama if he doesn't, you know, play that hand. i think it's the liberal base getting shaky. your thoughts? >> my thought is we were elected to lead, not to follow. the american people want us to get out in front. even if they are hesitant to follow us, they put their trust in us. and the democrats were given a majority and president obama mandated to get health care reform done in this country. this is our opportunity. and we ought to put the polls aside. if we get it done, you know, the rewards will be to follow. the american people will realize we took risks, he took a lot of risks, but he got him done and he serves their interest. i know they'll re-elect him if he gets this done. joe madison, good to have you w

reid, the democrat said a few days ago, we will get something but it may not be until the end of the year. >> yeah. the prevailing wisdom, i'm glad you brought that up, the president and democrats will get something even if it doesn't amount to a fig leaf, the stakes are too high. congressional democrats understand their political fortunes rise and fall with that of the president. we started out talking about the poll. there's probably a lot more concern among democrats in the house of representatives about those polls than there is at the white house simply because they have to run every two years and they are up again next year. i think when you look at some of the options that are on the table, it's hard to see how they are going to reconcile with the senate, the direction they are going in and the direction the house is going in in terms of public option and major components of this. it's a fig leaf at the end of the year. i don't think that works for democrats to be honest with you. >> mike, i appreciate it. in fact you set up my next conversation perfectly. i'm going to talk to

the number one in the senate now is harry reid from nevada and number one on the republican side is mitchell mcdonnell and his number two is robert bennett from utah. dick durbin from lynn's home state from illinois, it's actually unusual for a big state senator to actually have like a huge impact player in the senate because usually it's smaller and moderate size to get the power. >> sure. but does that variable play into a conversation about health care reform which is a 305 million person problem ultimately, particularly for both health care and the economics of providing that health care, does a model like this, is a model like this ill-suited to deal with a problem like health care, i guess? >> yes, this is when -- >> lynn, go ahead, first. >> when you have an each panel, it's hard to make a decision to get something done. i think it's asking for consensus troo early in the process by the small number of people when you have all of these issues swirling around you. that's -- you know, this is the issue management problem for the obama white house right now. on the other hand, it sounds

harry reid is confident he has the votes to pass an additional $2 billion for cash for clunkers. do you share his optimism? >> well, we've been working hard and, joe, i never want to jinx anything before the vote but it looks very, very good and, by the way, i have to say because it's such an important story that you've been talking about, everyone here on the hill is celebrating the return of the two journalists. we are thrilled that this has come to a happy ending. >> help us out here. when we first heard that the first amount of money for the cash for clunkers was spent in four days, a lot of republicans saw that as a failure. a lot of democrats saw that as a succe success. explain why we should spend another $2 billion on this cash for clunkers program. what does it do for the economy not just in michigan but across america? >> well, first, let me say when i introduced the bill with a bipartisan bill with senator brownback it was a total of $4 billion for the program and that's actually what was originally passed as authorization in the house. so we never meant it to be won.
